Leather knee-length boots worn in the early 19C, higher over the knee than at the back, were named *Wellington boots after the duke. Slightly shorter boots with level tops were made of rubber in the late 19C, and by the mid-20C wellingtons meant exclusively calf-length rubber boots of this type. They have traditionally been black, but in the past two decades 'green wellies' became a fashion. Gumboot was originally an American word for the same product.
