The term was coined in the USA to describe an army recruit with the shortest of crew cuts. In Britain it became associated from the 1960s with a minority youth fashion (later linked with *neo-Nazis), characterized by closely shaven heads, white T-shirts, braces and narrow jeans rolled up to reveal heavy boots (preferably 18-hole *Doc Martens).
