During the 1980s considerable numbers of people began sleeping rough on the streets of British cities, particularly London – an image of late-20C Britain which many found hard to believe and harder to accept. A large proportion of them were young; 'homeless and hungry' was the standard text on the accompanying placard, as they begged during the day. A contributory factor was the 1986 Social Security Act, which from April 1988 made those under 25 entitled to only a reduced rate of income support; a modification (from Sept. 1988) denied entitlement at any level to those under 18 who were not enrolled on a Youth Training scheme.
