Street in London which in the mid-17C was the centre of a new phenomenon, a lively pamphleteering press. It became known as a place where you could get a hack author to write anything, and so came to stand for the worst in cheap journalism. It survives as Milton Street (the name was changed in 1830), close to the modern Barbican.
