(1862–1933, 3rd bt 1882, viscount 1916) Liberal politician who was foreign secretary (1905–16) during the period leading up to and into World War I, in the governments of *Campbell-Bannerman and *Asquith. It was he who said (on 3 Aug. 1914, the day before Britain declared war), 'The lamps are going out all over Europe; we shall not see them lit again in our lifetime'.
