Established by an act of 1894 as the middle tier of *local government. An urban district council is responsible for an entire town or small city of up to about 250,000 inhabitants. Rural district councils usually cover enough ground to bring the inhabitants up to between 50,000 and 100,000, though in some sparsely inhabited districts to only about 30,000. Since 1985 the metropolitan district councils (those in the *metropolitan counties) have been single-tier authorities with in one case (Leeds) more than 700,000 inhabitants. Districts granted a royal charter are called *boroughs.
